Forensic Document Examination Overview at the Canada Border Services Agency

The probative value of document examination is often overlooked in various types of cases. Fraud in security, customs, immigration, business, and investments, will often leave traces of its presence. And although people might think the world is going paperless, creation or alteration of physical documents rather than electronic documents is still the preferred method of fraudulent activity.

This overview of forensic document examination will discuss the various types of analyses done at the Canada Border Services Agency (CBSA) and some research projects initiated from casefile requests.

Julie Binette is a Forensic Document Examiner at the Canada Border Services Agency in Ottawa. She earned a Bachelor of Science in Chemistry from the Université de Sherbrooke. After 10 years as an expert chemist in the Alcohol and Tobacco section of the Agency’s laboratory, she started her training in Forensic Document Examination in 2004. In addition to working on cases involving criminal, civil and other investigations in immigration and revenue, she has been working with the Université du Québec à Trois-Rivières to program and deliver a 3rd year undergraduate course in Document Analysis to provide students in the program with an overview of the breadth of forensic document examination. Julie is a member of the Canadian Society of Forensic Sciences since 2009 and is involved in giving lectures to investigators and employees from many government departments across Canada, including the Canada Revenue Agency, Industry Canada and Immigration, Refugees and Citizenship Canada. Her specific field of interest within Forensic Document Examination is sequence determination of line crossings which has generated research projects using Mikrosil casting material.
